G8 , LE SOMMET DU SILENCE

Présent en Tchétchenie pendant toute la première guerre et au début de la seconde jusqu'à mon arrestation et ma séquestration par les autorités russes, je suis revenu au Caucase. Sang, barbarie, lâcheté, je découvre que la bacchanale arbitraire des militaires russes atteint un degré jusqu'alors inégalé. "Nettoyages" et pillages, terreur totale dans les villes et villages, meurtres des innocents, torture dans des camps de "filtration", atrocités contre les femmes et les adolescents, disparitions - tout cela a pris des dimensions et un caractère que nous ne connaissions que par les descriptions de l'univers concentrationnaire stalinien et nazi. Bon nombre de russes ne comprennent plus le comportement de leurs compatriotes en uniforme: sommes nous des bêtes sauvages? Avons-nous perdu la raison?

Depuis plus d'un mois des réfugiés Tchétchènes en Ingouchie font une grève de la faim illimitée. Malgré les menaces ouvertes des services spéciaux et du parquet militaire, ils veulent tenir jusqu'à ce que leurs exigences de cessez le feu et de paix négociée soient entendues. Ultime geste, dernier appel pour sortir de l'invivable.

L' énormité des crimes de l'armée russe en Tchétchénie est confirmée par les rares journalistes sur place, les quelques ONG (Mémorial, Medecins du Monde, Human Rights etc.) sur le terrain et, c'est nouveau, par les autorités tchétchènes nommées par Moscou. Même le général Vladimir Moltenski, commandant par interim des forces au Caucase Nord, a reconnu, grande première, que ses troupes en ratissage "détruisaient tout sur leur passage".

Nous demandons avec Andreï Babitski aux puissants du G8 de prendre leurs responsabilités. Ou bien ils condamnent publiquement la guerre de Mr Poutine. Ou bien ils nous rendent complices de ses crimes. Qu'ils s' épargnent dans cinq, dix, vingt ans remords et repentances, il restera si peu de Tchétchènes pour les écouter.

Having been in Chechnya throughout the first war, and also during the second until the time of my arrest and confinement by the Russian authorities, I have just returned to the Caucasus. Now, amidst the blood, barbarism and cowardice, I am seeing the unchecked Russian military orgy descend to a depth never seen before. " Ethnic Cleansing ", looting, absolute terror in the towns and villages, murder of innocent people, torture in the " detention " camps, atrocities committed against women and youngsters, " disappearances " - the situation has taken on a dimension and a character that we know only from descriptions of the concentration camp world of Stalin and the Nazis. Many Russians find the actions of their compatriots in uniform unimaginable : have we become wild animals ? Have we lost our reason ?

More than month ago, Chechen refugees in Ingushetiya began a hunger strike to the death. In spite of naked threats from the Russian special services and the military prosecutor's department, they are continuing until their demands for a ceasefire and negotiated peace are heard. These people are making the last gesture, the final cry for release from a world in which life is not livable.

The enormity of the Russian army's crimes in Chechnya is confirmed by those rare journalists present there, by various international welfare organisations in the area and - which is without precedent - by the Moscow-appointed Chechen authorities. Even General Vladimir Moltensky, Acting Commander of the forces in the North Caucasus, has in a startling departure acknowledged that his troops on search parties "would destroy everything in their path ".

We, with Andrei Babitsky, ask the leaders at the G8 summit to face their responsibilities. Either they issue a public condemnation of Mr Putin's war, or they make us all accomplices in his crimes. Never mind remorse and repentance in five, ten or twenty years' time - there will then be few Chechens left to hear their expressions of it.
